If an ASME fabricator is sold and the new owner has a new name and new physical location, can the new owner also use the WPS/PQRs from the old company if this is included in the purchase agreement?

The PQR's can be used provided responsibility is accepted and is described in the organizations's quality manual. New WPS's must be written under the new company name. Please review ASME Section IX for details.

The WPSs and supporting PQRs are intellectual property. They are transferred to the new owner. As mentioned by others, you need to review ASME Section IX.
