Same Antenna Gain but element size difference

The first link points to an antenna (plus built-in router?) for 5 GHz.

The second link points to an antenna for 2.4 GHz.

2.4 GHz antennas would tend to be larger than 5 GHz antennas.
 
Antenna's gain define type of antenna, height of installation in wave length and losses in ground under antenna. So for example 2 dipoles, which one of them for 10 Mc and length 15 meters, and other one is for 3 GHz and length 0.05 meters will have the same gain if the height of installation each antennas will be the same in wave length.
