I have been asked to write a specification for a topographic? survey (ground level) and tie in survey for a project.
I would have hoped the company would have a standard survey spec I could have started from but they don't, and I haven't much experience in this area; and neither does anyone else in the company.
Does anyone have or can direct me to a spec I could use as a starting point?

Do a search on google for ALTA/ASCM Survey Specifications. This spec is weighted towards the boundary aspects of surveying, but includes requirements for topography. There is a base specification plus a number of optional items. It is commonlay referred to as an ALTA Survey and is often required by lending institutions and Title Insurers. ALTA stands for American Land Title Association.

You should also check with your state registration board for surveyors as they may have some minimum standards for surveys!!

I tried "survey" but nothing interesting came up.
