I will appreciate receiving experienced perspective with tanks resting on sand (inside the ringwall), vs resting on concrete. Have you seen many tanks that rest on concrete (inside the ringwall)? Are you aware of any benefits of using one, or the other? Sand may help with drainage. Sloped concrete may help moisture run away.
Is corrosion more sever with one, or the other?
I will appreciate your input.

It has been my experience that full octagonal concrete pads are considered superior to ringwall foundations for storage tanks.

They are also more significantly more expensive than ringwall foundations and used up to a tank diameter of about 40 ft.

The choice of under-bottom leak detection strongly affects the choice of foundations. Radial grooves for liquid monitoring can be easily incorporated into a full concrete foundation.

A discussion of tank foundations is contained in the useful and well written "Aboveground Storage tanks" by Phillip Meyers.
