Sand equivalent and MBI

Hello
If you get values of sand equivalent or MBI that do not respect standard recommendations for any hydraulically bound or unbound materials , what should be the solution ? i recon that if clay fines exists the material can be discarded and replaced by a better one but if the fines are not clay particles should you wash the material ?
