Saturated Propane Vapor in 10,000 Gallon Tank

It's not made clear but what I believe this it is saying is that in an empty propane tank, depending on the pressure there is approx. X gallons of propane if this was converted to a liquid.

Back on page 7 it refers to a liquid empty pressurised propane tank still containing about 3% of the propane mass.

Look at App 3 - at 100 psi Vapour Pressure = about 20C , the amount is 300 gallons, so 3% of a 10,000 gallon tank.
