Scale Y axis only

I am plotting items which are 40 feet long and 1 foot tall. I would like to draw in 1:1 ratio then scale the Y axis by a factor of maybe 10. Then when I plot, the dimensions in the Y direction will be visible relative to the x direction.

The problem is that when I use the scale command it scales in both X and Y directions.

When I stretch in the Y direction all the details are not scaled.

How can I scale in one direction?

You can make an item into a block, then insert it with whatever X, Y, and Z scale factors you want. Ditto with xref's.

If you explode the inserted item, your circles turn into ellipses- one drawback to it.
 
You could just plot it from a layout with 2 viewports.
One viewing each end of the 40' item at the same scale and align them and have the side of the viewports at the same place on the drawings so that it looks as if it is a single view.

and if you need to show more than one portion of the item just add additional view ports.
