Scaling not working in R16 Drafting?

I am trying to scale some imported title blocks, and it appears as if R16 (SP4) does not work properly using the "scaling" function in the Drafting workbench.

I put a value of .997 in as a scaling factor, and my part increased by a factor of over 1.5. Trying to do math functions are horrific, with completely unexpected (and seemingly unexplainable) values.

Has anyone else seen this happen?

Solid7 - must be operator error! I put in a .997 which switched to 332:333 scale factor. I am running R16 SP4 as well.
I imagine this is not a constant thing. For math simplicity I made a new part - a box 100mmX200mmX50mm, create a drawing - everything as expected. Not that this will fix your problem, try the same example and see the results.

I hope it's not operator error... I've been working on it for hours. I can't be that stupid, can I?

This is an automotive title block, that was sent to me as a .dwg file. Nothing works as expected with the scaling of this file.

I just made a box, 7.5 X 10. When I applied a scale factor of 2, the resulting geometry ended up at 39.2 X 58.8. The view scale is 1:1.

Does that sound like operator error to you?

BTW - don't get confused - this is not view scale, this is scaling function.

APAR number HD51717. Problem will be fixed in R17GA.

Workaround - do not use the manual input within "Scale Definition" dialog box. Instead, use your mouse to "ballpark" the scale.

Solid7, Just a little ball busting - Actually I used view scale - if I scaled the geometry - wrong size.

Not fixed until R17?!?!?!?! This sounds like a Sev 1, if not a CRITSIT. They had better be fixing this kind of stuff in Service Packs!
 
What is the APAR list, is it public, and where can I find it? Seems like there is some useful info there...
