Scattered Pits in API 510

From an application standard, I understand the methodology for determining if scattered pits on a vessel can be ignored. However, I'm curious of the conceptual reason why these pits can be ignored if they follow the API 510 section 7.4.3. Can someone explain? Here is an article that describes the different methods:
