it's 4 isn't it ? ('cause pure shear is equal tension/compression ... so that at the Kt = 3 location for the tension load the compression has a Kt of -1, which'd make it add to the tension.

rb1957 is correct, Kt = 4 for shear of circular hole in an infinite plate (Peterson)
