Schedule Thicknesses of Pipe

I am a welder-fitter and have had difficulty locating someone who can explain plainly what the schedule thicknesses of piping designate. This is what I know-
Developed by ASME and ASTM through ANSI to bring up to date old method of classification (Std., XS and XXS). The newer Schedule ratings indicate 1000x pressure/stress ratios.
So what is a pressure/stress ratio? What units define it?
Is this simply a rating of pressure capacity in PSI? So that a Schd. 10 pipe is rated at 10,000 psi for utilization?
Also what sort of standard for piping classification is used in Europe or Asia.
