What is the average Sq.Ft./Ton for school classrooms in Texas? Let's say for a newer school and also for a 50 year-old school.

Why not ask the local building authorities / home planner or what ever you call them in Texas.

It is a capital mistake to theorise before one has data. Insensibly one begins to twist facts to suit theories, instead of theories to suit facts. (Sherlock Holmes - A Scandal in Bohemia.)

Texas is a big place with a diverse climate.

What works in Amarillo or Pecos is unlikely to work in Dallas or Houston.

So average for the entire state is sort of a useless thing.
 
You have to run an energy model. Or, you could (gasp!!!) actually do a quick manual load calc. "Rules of Thumb" like SF/Ton are dangerous. Non-engineers are always looking for Rules of Thumb. That's why they're dangerous: because non-engineers use them (improperly).
