Can Scrum or Kanban be effectively practiced without using specialized software?

Yes. I've been on teams that chose to have a physical rather than virtual kanban board. Typically the tasks/stories are created on post-it notes and the kanban board itself is just a large sheet of paper, cardboard, or a whiteboard.
