Sealing a rooftop parking lot 1

I have been asked to provide some repair options to seal the roof of a parking garage. The roof is also serving as a parking lot. Moisture is seeping through the concrete/asphalt deck into the lot below. The concrete deck is surfaced with 3" of asphalt on a layer of paving fabric. The ACP is approximately 25 years old and has been heavily cracksealed and sealed with parking lot sealer within the last two years. Additional paving cannot be added without removal, in kind, due to loading. I have considered grinding out the ACP, applying a new layer of fabric and repaving, but am concerned about the vibration of the grinding on the concrete structure below.

Are there any surface sealers that would out-perform fabric and remain flexable to the structures movement? Are there other ways to remove the existing surface without damaging the concrete structure?

Maybe you can heat it before to levels at which the asphalt mix can be buldozed giving lesser dynamical effect, even to the unrecommendable manageability by spade, what safety at works may forbid.

In any case I think better than that is to use an abrasive rotary device of such local energy that most of the energy goes to the destruction of the asphalt mix instead than vibrations, so the structure being less affected.

If you are worried about the structural capacity of your roof you may use temporary planks of steel as made to span holes in public works. You may even put under it some neoprene membrane to avoid passing part of the vibrations to the structure.
