sealing steam foward-reverse tube

I have been trying to find any details about GE installed "foward-reverse tube" in a sealing steam system. In particulair I wanted to determine the steam flow to feed pump turbines seals. this is a early 70's LSTG installation. All I can find in customer's constrution prints is a recomendation on where to install it.

any info would be apprciated
