Seawater/Hydrocarbons/Carbon Steel

I propose to pump crude oil and seawater in a carbon steel pipeline. I propose to treat the seawater to control corrosion as follows:

1) Considering hydrazine oxygen scavenger to remove oxygen mechanism of corrosion.

2) Considering biocide (or similar) to reduce anaerobic organic growth and anaerobic corrosion.

What other considerations should I be reviewing?

You should also consider the use of filming corrosion inhibitors and regular pigging. You can also model the corrosiveness of the pipeline based on flow velocity and line geomitry, a company to consider for this is CorrosionWatch based in Calgary Alta. Canada.
