Third sentence reads "Non-pressure retaining fillet welds, as defined in other sections of the Code, may as an alternative be qualified with fillet welds only. Where do I find the definition of non-pressure retaining fillet welds? I have searched this site without results and our AI is also sticking out.

You want to qualify the procedure by fillet weld PQR?
Why you not qualify the procedure by groove weld PQR? if you use groove weld PQR you can write the WPS for fillet welds and for groove welds, I think it is esay go.

"..Non-pressure retaining fillet welds.." No interpretation needed.? A Fillet weld that does not retain or hold Pressure...such as welded structural internals...trays and the like.

As Fizza notes, and I am assuming you are in a vessel shop, then I would also assume the majority of your WPS's are for Full penetration Groove Butt Welds. As such you likely have the procedures and qualified welders to do the job.
