Section VIII filling coefficient

I am reviewing a vessel drawing from a Chinese manufacturer and listed on the design table directly below the joint efficiency they have a listing for "filling coefficient." Anyone have any idea what that could be?

I'd suggest asking the manufacturer. I wonder if they used some additional material in making the component as a weld repair somewhere?

It could be a bad translation for "percent penetration".
