UCS-67 states that the welding procedure qualification shall include impact tests of the weld metal and HAZs in accordance with UG-84. UG-84 states each set of HAZ impact specimens shall be taken across the weld...(UG-84(g)(2)). If I am joining a P1, Gr. 1 to a P1, Gr. 2, then two sets of impacts tests are to taken from each HAZ. If I am joining a P1, Gr. 2 to a P1, Gr. 2, is only one set of HAZ impact tests required?

Yes.
Purpose of impact testing both HAZs in different P#G# is to achieve values from each affected "zone" of the weldments....in your case P1G1 HAZ, P1G2 HAZ, and diluted weld metal. A P1G1 to P1G1 weld should be similar on each side of the weld, with minor variances due to welders individual weld bead parameters.

 
Also, joining P1G1 to P1G2 will qualify P1G1 to P1G1 and P1G2 to P1G2.
