sediment control for lowering water in a dam

Hi All,
I am working on a small dam and would like to know what kind of sediment control I should consider for lowering the water in the dam.
Any Canadian reference/regulation which I can refer to will be appreciated.

In Ontario OPSS 805 and associated specifications covers temporary sediment control measures.

Depending on location there may be conservation authorities, municipal and provincial permits.
 
Used to use sluice gates, but a problem with that method now with fisheries habitat concerns.
