I hope this message finds you well. I'm reaching out to seek guidance on a new project that I am undertaking: the construction of an Internal Floating Roof (IFR) tank with a dome roof. As I am relatively new to this position, this project presents a significant learning opportunity for me.

The ideal solution would be to talk to the people in your own organization who specify and maintain tanks storing similar products under similar conditions.
There are consultants who can work out all the details for an owner as well.
Visiting some of the API tank conferences could be informative as well.
These forums are a good place to ask specific questions but on "tell me all about tanks", there's not a good approach there.

Retro fit or new build?

That's a very broad and vague question so you're going to get very broad and vague responses....
