Seeley's Runoff method? 1

I'm looking at an RFP for a City whose code requires the use of Seeley's method for runoff rate and volume. I can't find anything on this. Anyone heard of it?

Although the Seelye method can be used to estimate travel time for overland flow, it is not a runoff method in itself, and is not sufficient for estimating "runoff rate or volume."
