Where can I read about Seismic calculations?
In particular I am interested in calculating reactiong at base of the support skirt and how it is derived?

API 650, Appendix E provides some good seismic information for tank designs. It's geared for tanks, but look at it and it may provide you what you need.

I understand that Manos has developed seismic design criteria and calcs that are superior to API, but I can't verify that.

I did find some references to IS 1893. I will go through them and see if I can find all the necessary information.
The IS-1893 is the Indian standard for seismic. Currently, IS-1893 (2002) is latest (it was last updated in 2002).

I googled is-1893 and the first hit was a copy of the 2002 version of the standard.
