Seeking guidance for the design of referenced item, determining the lateral load due to the soil on abutment,

Abutments when used with bridges are designed to seismic performance categories A, B, C or D with D being the highest.

Having stated that, then you should be using AASHTO for bridge abutments and if so, you'll find the Mononabe-Okabe analysis for the soil pressure acting on your abutment.
