Seismic Design of Masonry Walls

I don't know how the IBC requirements on this but per the 1997 code when designing for these type of structures within the seismic equation for walls there is (1+ 3hx/hr). For this type of structure, what does hx/hr equal to? I have used several different approaches and have not been questioned on this but I would like to hear other approaches.
