seismic loads and the building height

Dear experts

is there any item in ASCE or IBC codes descried the relation between the building height and seismic load ,or can i ignore/neglect the seismic load till specific height ?
i mean if i have one or two story concrete building i think no need to apply the seismic loads .

Seismic effects apply to all buildings regardless of height. In fact many building collapses that have occurred are more associated with one and two story buildings (i.e. brittle masonry houses).

ASCE 7 includes provisions for applying the total seismic demand on a building at each level - look for section 12.8.3 in ASCE 7-10, for example, for "vertical distribution of seismic forces".

I found something in ASCE code (11.1.2 SCOPE), described the link between the number of family/number of stories and seismic loads (check the attachment)
