Seismic Loads on Equipment 1

I am designing the anchor bolts for a few large peices of equipment for a bakery in Zone 4. What load do I place on the equipment? Is it just the seismic design base shear due to the weight of the equipment, or is the building base shear applied?
Also, can I use friction between the equipment and the floor to help resist the seismic forces for base shear?

Base shear of the equipment; although the building will move with the ground motion the movement will excite the mass of the machinery which may then move independent of the building.

Also, when you think about it that is a huge penalty to pay to anchor a piece of equipment based on a fraction of the buildings weight.

Lastly, friction is not considered a positive means of load transfer and can not be counted on to resist the base shear.
