Guys i just want to ask if what is torsion in relation to eccentricity between center of mass and center of rigidity?

I think you just answered your own question. The centre of mass is the location of the accumulated force, and the centre of rigidity is the centroid of the resistance. So the force x eccentricity is the torsion to be resisted.
