Contact the sales people of major boiler manufacturers such as Zurn, B&W, ABB-Alstom (formerly known as Combustion Engineering) and perhaps Cleaver Brooks. Obviously it will be either a water tube boiler (package or field erected) or a once-through steam generator.
It would be a single reheat steam cycle , either drum type boiler or a subcritical once thru steam generator. If the condenser is a air-cooled condenser ACC, then the once thru unit would make most sense, as there is neglible potential for in-leakage of salts to the feedwater, and it should be easy to maintain water quality . If there is a surface condenser or the local technical expertise is substandard, then a drum type boiler would be selected.
I don't believe that you can answer a question like this in isolation.
There should be a study (or series of studies) on the entire generation plant, on the fuel supply and variability, on the ash generation and disposal, on the water supply and purity, expected chemical treatment .... and on and on ..
How is the plant to be operated ? Baseload ? ... Daily cycling ? ... What type of control system is best ????
What are the emissions limitations for the plant ?
All of these matters come into play when selecting an expensive power generation boiler.
