Service Load Factor on PIP and ASCE for Petrochemicals

Hello!

I'm having an issue trying to understand why this difference exists between ASCE Guidelines for Seismic Design on Petrochemical Facilities and PIP STC01015.

On ASCE, recommended load comb is:
0.9Ds + 0.9Do + Af + To + 0.7Eo (Table 5.1, comb 4)

On PIP (2007), it says:
0.9Ds + 0.6Do + Af + To + 0.7Eo (Table 7, comb 4a)

I cant' find the reason for using 0.6 or 0.9. On PIP, there's a note saying "0.6Do is used as an approximation of De", but it's a combination for the operating weigth, not empty one.
Anybody has any information on this?
