Setting Dimensions - won't re-size drawing

I'm just beginning, and after I draw a rectangular sketch and begin using the smart dimension tool, I cannot dynamically input the dimension after clicking to place the dimension. Likewise, when I do click out and then back on to the dimension, I can input a new measurement but the drawing doesn't actually rescale. It sems that after initially drawing, I cannot change its size. If I input a new size, it remains blue and underlined to say it is "Not to Scale". How can I change this?

Are you in draft?

I suggest you work in 'model sheet' for sketching.

I forget where the setting is to change it but by default in regular draft you aren't putting driving dimensions etc.

I'm still working on th vocab of the program, but I'm in part. I'm actually in step three of a ordered part modeling tutorial. That's another reason I'm s confused...I've followed the very basic first two steps...
 
OK, so I forget if the interface in sketch changed much in the newer version, however somewhere up the top there should be a padlock symbol or something so you can make the dimension a driving dimension rather than a driven dimension which it sounds like you may currently have.

That's just one more problem. If the dimension is unlocked, it still does the same thing. Any other help would be great. Thanks!
