How to mitigate high settle out pressure so the suction psvs dont pop

One way to reduce the effect of this is to blowdown the compressor (immediately) as part of compressor shutdown sequence.
The suction PSV may still blow, but may be not as much as before.

I'm aware of the blowdown method .Any other way to resolve this problem

You can also investigate if there is any margin to play with the shutdown valve time delays (= after how much time they start to close upon initiation of a trip). For large-volume systems, this timing can have a significant effect on blowdown inventory.

High settleout pressure can be due to either one or both of the following : leaking discharge SDV; poor closing action or leaking discharge check valve.
