I am required to determine the settlement in the following:
A 60ft X 132ft x 4ft deep sitting on 2ft of #57 aggregate. The underlying soil is clay up to 13.5ft below the 8in thick mat foundation. The tank contains 3.5ft of limestone and there is possibility that the tank will be fill with water. The subgrade Modulus is 150pci. That is all the info I have. Can someone help please? Thanks

the problem show no information on the consolidation characteristics, strength or modulus of the clay, so the answer cannot be determined. Subgrade modulus doesn't relate to the problem. For a tank of that size you'd also need geologic profile to some great depth as the tank will change the state of stress for dozens of feet.

You need to fully define the situation and then take it to a person that knows the full ramifications of the situation and has had experience figuring out the answer. This forum is not set up to do design work, especially with an incomplete description of the case.
 
you need to do more test on The underlying clayey soil to determine its consolidation characteristic/ swell potentials then it will be more easy for you to go ahead.
