For a final answer, you should consult a geotechnical engineer. This is particularly true if your structure is sensitive to settlement or your soil profile is complex -- any generic advice will have a significant margin of error.

For preliminary estimation, NAVFAC 7.2 is an excellent resource for rule-of-thumb level results. For pile settlements, you want page 7.2-207
