settlement in new tanks

Gentlemen Happy New Year for all.
Regarding settlement in new tanks I only found information in Appendix B API Std.653 "Tank Inspection, Repair, Alteration and Reconstruction", so API Std.650 does not refer to API 653 for settlement. Shall we use API Std. 653 for settlement even the tank is new?

No, do not use APi-653. The recommendations of API-653 are based on some period of successful experience with the tank. The thinking would be different when establishing a permissible settlement for a tank during a hydro or when first placed into service.

I would use API-653 for lack of a better reference. API-653 allows some large settlements, and it may mean your foundation is in poor shape if you reach them, though.
