shear anchorage for tanks designed to APi 650

API 650 does not specifically address the issue of a tank supported on a concrete mat subjected to a horizontal seismic shear force. If anchor bolts are required to resist the horizontal seismic shear force, is the force taken out in all the anchor bolts or just half or what?

cannot use anchor bolts to resist shear load - end of!!!!

shear load must be resisted by friction between tank bottom and base.
 
Since shear is usually 0.4 of tension, it is not taken into account. Friction between the bottom of the tank and the concrete cannot be taken into account if mechanically anchored.

I have used two different methods. Using AISC method for combined loading on bolts, re-size the bolts
Add weld pads in the concrete and weld shear tabs when the tank is installed.
