Shear Block For Column Horizontal Thrust Loads

I am designing a foundation for a metal building that is being built over a partial existing slab. I am able to use hairpins at all columns except two. These two locations are near the existing slab and prevent me from using hairpins. Does anyone have a suggestion on how to handle the 9 kip thrust load? Has anyone used a shear block at the bottom of a footing before to handle the thrust loads? If so, what is the procedure for getting the depth and with of the shear block?

It sounds as though you need to sit at a table with a structural engineer who does concrete. There may be all sorts of unusual issues here. It is difficult to picture what you are doing.
 
There are a number of threads on this topic, you should try a search on "hair pins".

I think a better alternative to a shear block is to design the pier/footing as a moment resisting foundation. There is a good example of how to design these in "Metal Building Systems Design and Specifications" by Alexander Newman, 2nd Edition,page 349.
