Shear Mobilisation Factor - ACI code 2

I am design a retaining wall and I would like to understand if I have to use the Shear Mobilization Factor in my calculation or not in ACI code.
Is there a criteria to use this Factor?
As I understood, the SMF will be the inverse of Safety factor?
for example, if the safety factor is 3/2, then the SMF will be 2/3?

Are you talking about a strength reduction factor, or something else?

What ACI code if you have the terminology correct as SMF, as never heard of that term?
 
It was explained in ERDC/ITL TR-02-3 (U.S Army Engineer Research and Develop - U.S Army Corps of Engineers), this Strength factor will increase the lateral force produced by Soil.
 
Firstly, I don’t think you understand what’s a SMF. This a a special moment resisting frame. Where you mentioned that this System would increase the the lateral force produced by the soil, this is wrong.

These frames increase the resistance To seismic and wind lateral forces When comparing it to the other force resisting system. There are criteria to be satisfied in the neherp provisions.

Design of with smf factors are not even close to what you’re asking.

Anyways, I’ve never heard of such factor mentioned. The only one I know of is the shear utilization factor.

In general sense, it is correct, as it is a single factor on the driving side of an equation, simply thinking as Mu = ØMn, Mu/Ø = Mn.
For the nature of works of its dealing, USCOE has developed many design manuals with its own (quite conservative) load factors. For example, one factor was incorporated into ACI provisions on "design of hydraulic structures" - the hydraulic load factor 1.3. If your project is oversight by USCOE, then you have to stick to their standards/design manuals and apply the factors accordingly. It would be sometimes deemed over conservative for designs fall under the ACI umbrella, and the factor is addressed nowhere in the code.
