I'm designing a three story timber apartment building that is supported on a PT concrete podium in Kansas. At a meeting, the contractor said they normally see a "COP system" for shear wall hold downs. Anybody know what the "COP system" is?

Sometimes it is embarrassing to have to ask a contractor what he is talking about, but in my experience this usually exposes a gap in the contractor's knowledge, not yours. I would say just ask the contractor.

Agreed with E720. Better still, do it immediately after they mention it.
