I am using Shoreguard PZH-7 sheet piling for a walkway retaining wall adjacent to a body of water. Can anyone steer me in the right direction or know of appropriate software to calculate the loads on the wall (8 feet high. 4 feet exposed).
I don't want to use tiebacks.

There are many texts that treat cantilever pile walls. Among them are

You're asking for the loading on the wall. This is a typical soil loading active and passive pressure problem. The only hiccup I see here is whether or not you should apply a live load surcharge due to a small vehicle (golf cart) for emergency purposes.

Das, in particular, has clear examples on this type of problem.

Be sure to determine the soil properties for your project since the success of a cantilever wall is entirely dependent on them. Your preliminary estimate is reasonable (8' long sheeting with 4' cantilever projection) - having cantilever sheetpile wall projection equal to embedment was a 1930's rule-of-thumb, for good soil.

Most texts will check the sheet pile for strength. Serviceability states of deflection and corrosion should be checked. I don't believe you deflection will control for your case. You should look into writing an appropriate sheet pile coating specification, especially if the water is flowing or has salts.
 
I use Pilebuck analysis program. There is also Prosheet Design.
