Shopdoc excel/html template editors

I seem to remember reading about the requirements for editing shop docs but now I cannot find it anywhere. I am having some issues after editing my template files and I suspect there are some formatting issues going on. We have a varied mix of Office versions and from 2003 to 2010.

Do shopdoc excel files require Word 2010 or can I use 2007 or 2003? Can I use OpenOffice/LibreOffice?
