If for arguments sake a project took 1 month from start to finish, are there ways in which the project time could be cut back by a day or two or maybe even a week if the project deadline was moved back?

Sure.

1. Critical Path Analysis - identify possible savings on the critical path by removing obsticles to working tasks in parallel where possible.

2. Adjust working calendar - use more work hours versus non-work hours for the project duration (either more hours per shift or more days per week or both).

3. Adjust project scope - cut work from the critical path if it is not necessary.

If management objects to any of those courses of action (the first two will likely drive up the cost), then you need to re-examine the estimates for tasks on the critical path and see if any can be reasonably adjusted. If not, let management decide how they want to fudge the numbers - they will only be fooling themselves.
