Does anyone know where i can get a copy of this?

Penning? The Military shot was already penned in many specs, but not in the MIL-13165.

The spec is MIL-S-13165 and probably available
at your nearest technical library, university,
etc.

That would be "shot peening", not "penning".

There is also a very good (and current) technical reference available from AGMA (AGMA 938-A05), with regards to shot peen of gears.
