Should anchors or thrust blocks be considered for an 18" DR 11 HDPE wastewater forcemain which has ARVs, turns, ups and downs, and is 10 miles long?

Not if the main is fusion jointed.

Where you have small laterals or connections you may need some strengthening, but unless there are large temperature differences between laying and operation, the pipe shouldn't really move.

A sketch would help. As a minimum you will need some type of anchor at the ends.
 
buried or above ground? anchors might be needed to prevent movement (do to thermal expansion) if it is above ground, unless you can tolerate the movement.
