Should not AISC Table 7-7 and Table 10-1 give the same result?

Can anybody explain the huge differences between these two tables for connections with only two to three bolts? Attached is a spreadsheet that compares them:

You might get more responses if you gave the source of the tables you reference.

There is no eccentricity taken on the instanding leg bolts for the connection you reference. That's why the tables don't provide the same values.
 
You are right,I see it now, Table 10-1 is for an "all-bolted" connection. So the eccentricity moment will be taken by both the supported and the supporting members.
