What is your LA - a lightning arrester I presume. I refer to it as a surge arrester.

What is an HRB?

This doesn't sound like a North American installation. It might help if you mention what part of the world this is from.

If you intend to know if you may interconnect the lighting protection grounding with grounding grid this is the answer:
NFPA 780 Standard for the Installation of Lightning Protection Systems states:
4.14 Common Grounding.
4.14.1 General. All grounding media in or on a structure shall be interconnected to provide a common
ground potential.
4.14.1.1 This interconnection shall include lightning protection, electric service, telephone, and
antenna system grounds, as well as underground metallic piping systems.

7anoter4, Trust this earthing interconnection is applicable for transformer winding neutral also. Should we go for common earthing electrode for LA earth, transformer tank ground and transformer neutral earthing?

You are right. At first there are a lot of ways to connected the transformer neutral with the grounding grid. No standard states for us the preferred method.
NEC art.250.36 High-Impedance Grounded Neutral Systems. Low voltage 480 to 1000 V.
(C) System Grounding Connection. The system shall not be connected to ground except through the grounding impedance.

In my opinion, one has to choose the right one.
