Shrink around a radius

Does anyone have a method to apply shrink to a model along an arc. Basically you can think of this as stretching the model around a radius of a specific size. We used to be able to do this in Euclid years ago (stretch a part around a radius).

What version are you running?

Maybe see if "local scale" (not just "scale") will help you.

I am not sure where it is located in the menu so I had to use HELP > COMMAND FINDER > "local scale"
to find it
