Hi, In cooling tower here is an side stream filter to reduce TSS the inlet water TSS is 80 ppm and the outlet TSS is 54 ppm we have required less than 30 ppm. Can any one share the sizing detail or pdf which help to design the new side stream filter please share the creteria of designing.

Your numbers do not necessarily indicate a problem. The filter will become more effective as it plugs up. Few filters are "absolute filters", which means that they will not allow any oversize particles to pass. Your filter is now allowing about 60% of the particles to pass. With each pass through the filter the water becomes cleaner. You need to monitor the TSS in the tower as a function of time. Absolute filters tend to plug very quickly and cannot hold much dirt.
 
Filter design is a specialized thing and has to do with many factors. I suggest you get a with a filter manufacturer will likely require a water analysis for starters.

Consult suppliers of filter to define the appropriate filtration system and cartridge.
TDS is one thing, what about the particles size of the solid?
Are you sure about the requirement, this is cooling water? specification is low. Risk to generate high and quick delta P!
