When calculating the CSR for liquefaction settlement, do you use the normal and total stress after excavation (post-construction) or before excavation?

Seems you would use whatever stress condition is there at the time of the earthquake.

At least in theory, (N1)60cs shouldn't change much due to unloading by excavation.
