Signature on Mill Test Report 4

Can anyone guide me to any standard or section in a standard that specifies requirement of Signature on the Mill Test Report? Some say that it is need and some say taht it is not needed as per ASTM A 703. Thanks in advance.

ISO 10474 - Steel and steel products - Inspection documents - Section 5:
"The inspection documents shall be signed or marked in an appropriate way by the person(s) responsible for the validation of documents. However, if the certificates are prepared by a suitable data-processing system, the signature may be replaced by an indication of the name and position of the person responsible for validating the document."
 
EN 10204

If your product is ordered as per ASTM A703, without reference to ISO 10474 or EN 10204, then a signature is not necessary as stipulated in subclause 16.3 of A703.
